Tho Dowager-Empress of China, whose health is fast declining, convenes a conference of notables to prepare a scheme for removing racial distinctions of Chinese and Manchus within a decade. The reforms are likely to include permission to daughters of the upper class of Chinamen to marry Imperial 6tock and the abolition of the binding of tho feet of Chinese females.
