Tlie Independent Labor representatives at the Stuttgart Conference proposed that trades unions were entitled to membership at tlie Conference, provided they declared in favor of political action in alliance with Socialist parties. Mr. Ramsay MacDonald moved that the matter be referred to the International Bureau in order tc arrango an amicable settlement with the English section. Mr. Quelch declared that he had no objection to the admission of trade unions if they oame irrevocably’ committed to Socialism. Herr Vandervalt, president of the International Bureau, agreed to consider the proposal with the English section. He believed the Bureau would delight to see the great English working- organisations represented at the Congress, since it would indicate adhesion to tlie principles of Socialism. Mm.
