(Special to Times). ( WELLINGTON, August 16. Sir William Steward expressed surprise at the statement that he is unlikely to find any member of the Upper House willing to take up bis Legislative Council Elective Bill in that Chamber. He states that he had no doubt whatever as to getting some member of the Council to take charge of the measure. “I do not expect the Bill to be carried by the Council this year,” he said; “in fact, I know it will not be carried, as all these reforms take time to accomplish.” lid added, however, that lie was very well satisfied with tile progress that lie bad made with the measure in having succeeded in getting the House to affirm its principle.
