Despite Government resistance the Lords amended the Criminal Appeal Act, making it impossible to appeal on fact or mixed faot of law without a certificate of a Judge in the first instance that it was a fit case for appeal. The destroyers Kestrel and Tevdot collided in the Channel. The Kestrel was nearly cut in two. The Quail has been towed into Portsmouth. Eight destroyers have been damaged off Portsmouth in a fortnight. Labor members of the House -of Commons protested .that the presence of the military at Belfast prevented a peaceful settlement.’ Picketing strengthened the employers. Mr. Birrell replied that the troops were there on the request of the Civil authorities. - The Small Landholders (Scotland) Bill passed through committee. The measure was closured after the 21st clause.
The House of Lords has passed the Finance Bill. The Times’ Tangier correspondent* says the chiefs of the Khamas- tribe demanded that Mac Lean be surrendered to them. Raisuli complied, and it is expected this will lead to Mactean’e release.
