THE LABOR BILLS. (Special to Times). WELLINGTON, August 4. It is stated that the Government will, with , its proposed labor legislation this session, make a strong endeavor to capture the labor vote. Tho Bills are said to contain a uumbe- of somewhat drastic .provisions. It is also alleged that the Government will go as near preference to unionists as possible, one of the provisions being that non-unionists shall contribute in some measure to unions working undpr an award of the Arbitration Court.
