Received Viscount Huyashi, interviewed, declared that tho ex-Emperor of Korea was a spoilt despot, always intent on selfish exploitation of the Koreans. If Korea’s fate was to be regarded as a lesson by China, it should be a warning to her to put her house in order before some strong nation does so for her, imitating the events at. Seoul. China’s despotism, j which was tho worst form of government, must produce a crisis, and when tho present ruling mind h*s gone the State will fall a prey to I intrigues.
