LONDON, July 23. Sir Geo. Sydenham Clarke, formerly Governor of Victoria, has been appointed Governor of Bombay. The appointment is a popular one. Sir. J. Heuniker Heaton has appealed to Mr. Sydney Buxton (Post-master-General) to postpone adhesion to the Radio-Telegraphic Convention held in Berlin.
