LONDON, July 23. Sir Geo. Sydenham Clarke, formerly Governor of Victoria, has been appointed Governor of Bombay. The appointment is a popular one. Sir. J. Heuniker Heaton has appealed to Mr. Sydney Buxton (Post-master-General) to postpone adhesion to the Radio-Telegraphic Convention held in Berlin. The Times suggests convening a subsidiary Imperial Conference to inquire into tho Convention, so that tlio Empire may act4ife a corporate whole whether to adhere or abstain.
SYDNEY, July 23. The Navua, from the Islands, reports that the volcanic disturbance has been located south-west of the Island of Tougatabu, some miles from the shore. -The Premier of Tonga visited the spot, and states that there appears to be vents not far from each other. There was a rushing, booming sound, and columns of smoke and steam mixed with black pumice were thrown into the air with a tremendous poise. The column was close oil a hundred foet high. The vents were playing alternately, and should the outbreak continue the formation of a now island is predicted. Received July 23, 11.21 p.m. LONDON, July 23.
