I’BOPOSED NEW SYSTEM

t At .the meeting of the County Council yesterday Cr. Lysnar moved, —“That instead of striking a general rate.over the whole county of one penny- in the pound, as heretofore, that a general rate sufficient to secure the full Government subsidy and provide for charitable and general administration, and that the bal-

ance of rate required shall be levied separately in each riding in accordance with the expenditure and indebtedness of each riding.” Cr. Matthews said he opposed the innovation. The present system had proved successful. It was misleading to quote maintenance figures—the present patching was not maintenance.

Cr. MacDonald thought the systei t would not work. Cr. Ivenway said tho present system had worked well, and there had been no cases of unfairness. The Chairman said Cr. Lysnar’s system had been a failure elsewhere. The motion on being put was lost, those voting in its favor being Crs. W. D. and F. Lvsnar and Boland.
