It is generally felt m nautical circles that there are three causes ol accident where captains are to blame —error in judgment at a critical moment, as iii the case of collision or negotiating narrow channels; failure to adopt desirable precautnious, as in till case of excessive speed, failure to sound, etc; and, finally, culpable negligence. Consideration might reasonably be extended towards the map who does his host and fails, and a mistake arising from insufficiency of precaution claims sympathy, but there is a class of carelessness for which no condemnation is adequate. For practical purposes a captain who loses liis ship loses his livelihood. The suspension of his certificate for an error of judgment or a mistake is a needless degradation to an honest man whereas it is totally insufficient to meet the case of a man who recklessly' hazards human life through drunkenness, sheer neglect, or incapacity. For such a case, cancellation is the only adequate award. Suspension of certificate has not in the past prevented captains in certain cases from piling up ships again and again, while cancellation would have done so. Humanity has a right to claim protection from recklessness and incapacity.
