At the Peace Conference, during tlie discussion On the United States’ proposal ns to the inviolability of private property at sen (which was rejected), Britain and Germans* insisted on the necessity to first settle the question of contraband and blockade before dealing with the abolition of prizes. Professor Maartens argued the abolition of privateering would enable merchants to benefit from a state of war. Britain will ask the Convention to adopt a resolution submitted at last Conference respecting the limitation of armaments, as the question has now become niore urgent. Barons Von Marschall and Von Buberstein stated that Germany did not consider the question pressing. Af. Bourgeois defined the French position, and said France considers the question academic.
