GENERALS IN TROUBLE. United Press Association—Copyright ST. PETERSBURG, July 15. Details are published of indictments against Generals Stoessel, Foek, Smirnoff, and Colonel 1 nnco Reuss, who were tried in connection with tlio surrender of Port Arthur. They wore charged with making deliberate false reports of battles which never occurred, recommending for decoration their own friends and other generals who lost battles, and surrendering fortresses which had ample means of resistance. Stoessel was also charged that he notified the Czar that Port Arthur was without ammunition, and could only hold out a few days, though the majority of the War Council declared there was abundance of ammunition, and it must be defended.
