At the Peace Convention, America, Britain, and Japan support Frances proposal enjoining an explicit ultimatum or formal declaration ot war before the opening of hostilities ; also prompt notification to neutrals. A Dutch amendment, prescribing an interval of 24 hours between the declaration and commencement of hostilities, was defeated in committee by 10 to 14, with five abstentions. Fiance's proposal was accepted by two votes against two abstentions.
