United Press Association—Copyright Received July 12, 11.38 p.m. LONDON, July 12. Air. AlcKenna proposes to spend £IOO,OOO in building elementary schools, in single school areas. Air. Balfour complains that this overrides the provisions of the Act of 1870 that no public money be given for file erection of elementary schools, finis overriding the Act by administrative action. Mr. Anson complains that Air. McKenna’s new training college impose the Cowper-Temple clause upon all secondary schools and training colleges. . ~ Mr. AlcKenna replied it would only make the conscience clause really. Since the training colleges were chiefly supported by public funds ■ hey must be open to applicants of all denominations and be compelled to proceed by regulation because the House of Lords had taught the Government that it was useless to offer % compromise if the Leader of the Opposition disapproved.
