United Press Association —Copyright •Received July 9, 11.38 p.m. CAPETOWN, July 9. The Intercolonial Defence Commission recommends a combined scheme for the Cape Colony and the Transvaal to maintain 1000 men each, Orangia and Natal 500 each and Rhodesia 200. In the event of war or a disturbance in any colony such colony will be entitled to requisition the others for such forces as are not required by them. The report further recommends the formation of per-manently-paid forces, liable for service anywhere in the Empire.
