OUTER HARBOR SCHEME.

RATING AVAIAPU COUNTY. WOULD GISBORNE-PAY FOR AVAIAPU’S HARBOR? Our Waipiro Bay writes:— ’ It is pleasing to notb-that the Waiapu district 1 is not always; asleep when matters of ’iiiijmrtance;, aro brought before 'tliom. .The nbw Gisborui' Harbor Hill has roused of tills district-to : of j-tnioe. Tho. proverbial is showing 'itself ; and the CisTioriie Harbor Board may yet find that thou- scopo of influence is not as great as they would have themselves believe. If any reason whatever could he brought forward to account for the inclusion of AA’niapu County in the new Bill, the Board might,-to a certain oxtent, bo excused ; but neither .fact nor fancy can be brought forward in justification, and it is worthy of note, none has been offered. One dreads to think what the effect would bo if the construction of a Harbor were contemplated in Wniapu, and an Enabling Bdl drafted, to include the Borough of Gisborne and Cook County. Methinks very little imagination would be needed to foretell a regular pandemonium. I trust that abler pens than mine are being brought to boar on this important matter, and the machinery put in motion at once to avort any such injustice as' is contcrhplated to this County.
