The Times New York correspondent describes the action as a contemptible attempt to prevent a large number of inoffensive, well-behaved, hardworking domestics obtaining a livelihood. 1 The present move may prove more serious than the school question. The .Japanese appeal for treaty rights. The Board replies that any rights are subject to laws enacted under the general police powers of the State concerning the polico and sanitary regulations.
