NEW BILL INTRODUCED

Mr. Harcourt introduced a Bill to extend, cheapen, and accolorate the machinery for providing small holdings and allotments in England and Wales. County Councils aro empowered to acquire land compulsorily by purchase or lcaso, sub-letting such la lid as allotments of small holdings. Tho Commissioner under the Board of Agriculture is empowered to act where the local authorities fail, when necessary. The purchasing or selling price is to fixed by arbitration. Local loans shall be repayable in 80 years. The Treasury contributes £IOO,OOO in the first year.. Small holdings are not to exceed 50 acres. The allotments are increased from one to five. Mr. Harcourt said the Bill would not confer on tho tenantry a saleable tenant right. He did not believe in compulsion being widely resorted to. Mr. Long opposed compulsory hiring. Mr. Jesse Codings said he thought it was a mistake to keep small holders in the position of tenants. The Bill was read a first time.
