IN consenting to stand as a candidate for the ensuing Harbor Board Election, I do so for the following reasons: — (1) That I ani strongly in favor of an Outer Harbor, believing our future progress and prosperity largely depend on its construction as speedily as possiblo. (2) That in view of chaining an Outer Harbor, T am in favor of curtailing so far as is jiracticablo any improvements in the River works, but the River should bo kept open and tlio contemplated reclamation works on Kaiti side carried out with proper shed acommodation. (3) That a fair trial should be given to the new Tariff,i which,- I understand, makes the shipowners pay a fair share of the burden ol taxation, instead of practically the whole being borne by the people; and, generally, I promise to give careful consideration to all matters coming before the Board. On the matter of an Outer Harbor, I am of opinion that the time is fully ripe for vigorously proceeding with this work, which will give the people of the district shipping facilities now imperatively demanded by the importance of our passenger and goods traffic. The Board’s financial position is a reflex of the general prosperity of the district. Should you so desire, my thirty year's’ commercial experience will be at your service.

Health Officer requires the following precautions to be adopted: It is ordered that tho Sanitary Inspector is to make a house-to-house inspection of the Borough, and to insist upon all rubbish being removed from under houses and from outbuildings and yards. It is strong* ly urged upon householders to have their premises cleaned 'and to trap and poison 1 ' rats, ' as infection is chiefly spread by fleas. It is necessary to bo especially careful to scrub all floors. Wash them with a strong disinfectant, such as 1 in 20 carbolic, or crcolin. Afterwards it is advisable to rub the floors] with : a cloth soaked in kerosene. It is again strongly Urged to provijlo' all funs and boxes' used for the deposit' of house refuse with close-fitting lids; also to reporf; tp the Council Office at once any neglect of the centra,gtqv to remove house refuse or nightsoil upon the appointed days for collecting.
