At the Premiers’ Conference Sir John Forrest said ho had authority for saying that it the Conference failed to come to some arrangement in regard to taking over the debts as a whole, it was the intention of his Government to proceed to carry out its powers under the constitution and take over the amount it had a right to. It was desirable at present to ask the States to undertake for all time not to borrow in London except through the Commonwealth, that arrangement to continue until 31st December, 1920, on which date it was proposed that the amount and basis of the annual payments by the Commonwealth to the States be reconsidered. The States should limit their borrowing during the period named to tho Australian market.
