Press Association—Copyright. LONDON, May 15, At the Imperial Conference Mr. Deakin’s resolution was discussed, relating to the reorganisation of the Colonial Office. Mr. Deakin said the efficient administration of a great public department was becoming yearly more important. It was imperative it should periodically readapt its methods and machinery to changing circumstances. He showed how much it was out of touch even with the best colonial officials, as it must be if it conducted all its business by correspondence alone. They must infuse now blood if they hoped to keep step with the development ot the self-governing dominions. They must work outside the Colonial Office among the interests and places affected. Mr. Deakin sketched the duties lie proposed for the new Imperial secretariat,
Lord Elgin doubted tlio practicability of an interchange of officials. He warmly defended his staff. The constitution of the now secretariat would require time and great caution.
