Apropos of the Cape’s resolution dealing with double income tax, Mr. Asquith said it was impossible 'to alter the proposed British system. The change proposed would sap the whole basis of the existing system. The Conference decided to publish its proceedings as early as possible, subject to necessary revisions and omissions.

The Conference adjourned till Tuesday, when it will probably finish. Received May 12, 5 p.m. LONDON, May 11.

Speaking at Manchester, Sir H. Campbell Bannerman declared that if a poll were taken in the colonies tomorrow there would be certain to be only a small number in favor of forcing even by the gentle art of persuasion, upon the Motherland a change in her fundamental policy.' In their supposed interest, he proceeded to contend that it was necessary to resist the efForts of those calling on the colonies to help them to destroy the principles of free imports and free industries.
