Mr. Chamberlain, in a letter to the Birmingham Unionists’ Association, says Home Rule, though twice .«• feated, was not dead. The duty still devolved on Unionists to preserve the integrity of the United Kingdom, and the new responsibility of maintaining and strengthening the Union of the Empire was not less important.
