THE BARQUENTINE ILMA.

Regarding the barquentine lima, the Now Zealand Herald remarks editorially:—“Following hard upon the Te Arolia inquiry, of which the finding was little calculated to give the public any confidence' in the efficacy of the inspections provided for by law, comes tho case of the lima. Only twelve days out from tho Thames, this vessel had to stop a stoamer outside Sydney and obtain provisions. Her master is said to have reported his boat as unseaworthy ; according to the regulations she should have carried provisions for 40 days. It is quite possible that an entirely reasonable explanation will be forthcoming, but in the interest of all law-abiding shipowners, and of all conscientious ors, tho most rigid and searching inquiry ought to bo held. So that, if the explanation is satisfactory, the whole colony may know of it and be convinced of it; and so that, if there is no satisfactory explanation, steps may be taken to convince the public that these incidents are not in the natural order of tilings. The whole question centres round this: Do our inspectors do their duty? For if they do not, then all inspection is not only a farce, but opens the door wide, to tho gravest irregularities.
