Tho secretary brought down a recommendation from the Management Committee that with a view of encouragement of Rugby in the primal j State schools the Union pay to the extent of, say, £l5O the transit expenses of teams of school boys to take part in a yearly tournament to be held in various centres of the colony, details to be arranged. The secretary thought the proposition a most important one, as bearing on the future of the game. Several delegates strongly opposed the proposal. The encouragement of boys should be left to the local unions;
