Hansen. ] SEPARATE EDUCATION BOARD. i The Chairman read a report of a committee of the School Committees ; Association, regarding a separate Education Board for Poverty Bay. j He had, lie said, previously taken , exception to the report'. He thought , there would not be enough money 1 to meet the claims of the various , schools. Out of the balance shown there would have to come capitation for the schools. He thought it would not be in the best interests of education. The Minister and the . Department were both against small education, districts. It would take _ as much to run the new board as it j did to run the Hawke’s Bay Edu- ! cation Board. It would mean ' straitened little or no ‘ promotion for teachers, and few good , teachers in the district. I Mr. Barlow said"'he could not see , how the finances would bo worse, or how a dearth of good teachers would come about. If the Poverty Bay ' members of the Board could not get to Napier for lack of a steamer, the district was practically unrepresented. Mr Stafford thought there was no complaint' against the present system since the antagonistic secretary had been removed. S Mr. Barlow moved that the meeting express itself in favor of a sepa- i rate Board. The Hawke’s Bay Edu- , cation district was one of the biggest in the colony. The time had come for Poverty Bay, which had suffered in the past from isolation, to have a separate Education Board. It cost £95 a year to send the representatives tc Napier, and this money could very well be spent on the country ehools. It would be some time before the sepaatc Board could bo got, but affirming the principle would be a step in the right direction. Mr. Darton pointed out the advantages'of the present system. Mr. Barlow’s motion was lost on the voices. Mr. Barlow said ho hoped the matter would be well thought over; lie intended to hammer away at’ the matter ill the future. SCHOOL AT MILLTOWN. All tho candidates were asked to state their views as to the erection of. a school at Milltown. Some were emphatically in favor of it, and all generally supported it. : ’ VOTES OF THANKS. Mr Darton moved a vote of thanks to tho staff of the school, who had carried out their duties in a most efficient mailer. Mr Somervell seconded the motion. Mr Morgan supjiorted the motion, and said that in the motion some mention should be made of the recent brilliant pass of Humphrey Parker. The motion was carried. Mr Rowley said he knew very well that all the teachers had done their best. The staff was a very efficient one. If he opposed the erection of now schools near his school he did so because if the size of the school was lessened, the teachers would not be of such good quality. They had all worked hard, and were glad their efforts had been appreciated. On the motion of the Rev. The annual mooting of Kaiti householders was hold at the schoolhouso last night, there being forty ladios and gentlemen present. Mr. J. W. Bright was voted to the chair. Annual Report.—Mr. A. J. Fyson, the outgoing chairman of the Committee, presented his report, in which he stated that Air. F. Sparrow kindly placed a room at his house at the disposal of the committee, for which the latter oxpressed their gratitude. Air. Bull was appointed master out of 29 applicants, and Aliss Faubort, of Alakauri, was appointed mistress. At last meeting. only three or four residents were present, tho only member of tho committee being tho chairman. 'l'horo wore about 110 pupils at the opening, and tho roll now stood at 150. To moot the increased attendance Air. J. B. Hogg had boon appointed pupil teaclior. The thanks of tho committee wore duo to Air. Alaudo foV the able manner in which ho carried out the duties of secretary. A lottor was written asking the County Council to gravel tho entrance road, and this is to be put in hand. Tho balance-sheet showed that tho expenditure amountod to £7 10s, made up of cleaning, sundries, etc. The receipts were tho grant £7 10s from tho Education Board, and thus the Committee expended tho exact amount. The Chairman, in proposing the adoption of the report and balancesheet, said the district was to bo congratulated on the fine 'building they had and the efficient teaching staff. Air J. Colbert seconded, and tho motion was carried. The election of the now Committee was then gono into, seven monitions wore proceeded with, the following gontleinen being put up:— Alessrs J. W. Bright, K. Humphries, H. E. Maude, F. Sparrow. A. J. Fyson, A. Hanson, AV. J. Hawley, R. Little, F. T. Alorgan, J. Hay. Alessrs T. A. Coleman and G. R. AVyllio were chosen as scrutineers. The voting resulted in the selection of the following gentlemen: Alessrs Alaude, Bright, Hawley, Fyson, Humphries, Alorgan, and Hay. A letter from Air. \Y. J. Barlow, secretary of the School Committees’ Association, on the subject of a separate Education Board was read. Air C. A. DeLautour moved •'a voto of thanks be accorded tho Association for their pains in bringing this matter before the public. Air Morgan seconded, and the motion was carried. Air Alorgan proposed that the matter of the separate Education Board be referred to tho incoming Committee. The chairman thought that if they wore strong enough, the step 1 should bo boldly taken. Gisborne was isolated, and the soouer something was done tho better.—Carried. On the motion of Air Hawley a voto of thanks to tho outgoing committeo was put and carried by ac- 1 ckmation. Air. Fyson replied, and suggested a similar, courtesy bo extended the teachers. This was seconded by Air. Sparrow, and carried also by acclamation. i Air. Bull suitably replied. The chairman stated that notwitli- '■ standing tho even balance, £7 was : needed for clocks, etc., to complete. ] He thought a concert would answer the purpose, and lie trusted tho public would respond as Gisborne people do. (Applause.) The meeting then closed. Tho newly-elected committee held 1 a preliminary meeting, and Air. Bright, proposed by Air. Hawley and seconded by Air. Humphries, was i elected unanimously to tho chair. I For the arduous office of honorary 1 secretary and treasurer, Air. Humphries was chosen, being proposed 1 by Air. Hawley and seconded by Air 1 Alorgan. Both gentlemen returned ’ thanks for their election. Visiting committee for month: Alessrs Fyson and Hay. A[eetings were fixed for the last Friday in the month at Air. Bright’s 1 residence, at 7.30 p.m., the latter 1 gentleman having kindly offered the use of a room as the school was rather distant. AVAERENGA-A-HIKA. About fifteen were present at the AVaerenga-a-hika householders’ meet- 1 ing, when Alessrs Rougher (re-elected chairman), R. Colebrook (lion. sec. and treasurer). Airs Aliller, J. Al. Smith, D. T. Cameron, J. Candy, J, Davis were elected members of the school committee. The balance-sheet showed the expenditure to be £so 9s lOd. and the receipt s £GB 0s sd, leaving a credit balance of £l2 10s 7d, at 31st Alarch. The actual credit at date stood at £9 9s lOd, an account having been paid meantime. The question of a separate Education Board was discussed, and the meeting decided not to support tho movement, and was disposed to givo the ward system a longer trial. AIATAAVHERO. There was a fair attendance at the householders’ meeting last night. The following were elected to the school committee: Alessrs Von Pein (chairman), J. Russell, T. Hay, T. J. Dunstan, A. Muir, H. Moore, N. File. AVHATATUTU. There was a fair attendance at the meeting at AVhatatutu, when the following committee was elected: B Taylor (chairman), A. Roke, AV. Cooper, R. S. Caulton, S. A. Tait, C. Pratt, and J. Rae. PORT AAVANUJ. Tho following committee was elected at Port, Awanui: AV. Milner, B. Duff, AV. Atkins, S. Allen, C. Hughes.
