I am in favor of a Drainage Scheme. lam .also in favor of spending the rates in a more uniform manner over the whole Borough, instead of so much in one or two streets, thereby enhancing the values of a few properties to the detriment of many. lam in favor of Municipal salt-water Baths. I am also ill favor of the Corporation becoming the owner of the Gisborne Gas Works, or having works of tlieir own. After these matters have become :ieeomplishel facts, I think no more borrowing for Municipal works should be allowed for some years to come on any pretext whatever. I am in favor of the Borough being divided into wards. As I am a strong believer in the freedom and secrecy of the ballot box. and that the Ratepayers should ho allowed to judge for themselves who they think will host serve their interests, I do not intend making any canvass, .hut leave myself entirely in vour hands lo elect or reject me as seems host in your own minds, and in either will still ascribe myself,

MAYORAL ELECTION TN compliance will the expressed wish of a number of Burgesses, [ again offer myself for election 1 o the office of MAYOR. Briefly stated, my views are the. following: WATER. SUPPLY.—I am anxious to see this work completed. It promises to he a splendid success, and I shall deem it an honor t) he your Mayor when the work is completed. With this ont of the way other pressing wants must he attended .to. particularly that of DRAINAGE. 1 am strongly of opinion that this must follow the introduction of tho Water Supply. Gisborne must keep up with the times, and tho Drainage question must be faced.' With regard to tho OUTER HARBOR SCHEME, 1 am emphatically in favor of this, and if the passage of an Enabling Bill in the coming session of Parliament will givo the ratepayers an earlier opportunity of voting upon this scheme than otherwise, the Bill will have my hearty support. In asking the Burgesses for a re-! ncwal of their confidence in me, I. do with the hope that my actions in tho past liavo given satisfaction to you. I await the Election Day with every confidence. J. TO THE BURGESSES OE GISBORNE. jTN again acceding to tho request to contest the Mayoralty, I do so with feelings of great respect to the presetn occupant of the position (Mr. Townley), realising, however, at the same time, that our progress has been retarded in the past, and will continue to ho retarded in the future, by his attitude, .thus making it very : hard and difficult for progressive works and changes to be made on sound and prudent lines. Shortly, I am strongly in favor of an Outer Harbor, and consider that no time should he lost in getting an Enabling Bill passed, and then, having Mr. Marchant's scheme placed before the people for their final approval or disapproval, so soon as it has been approved of, or modified, by the Consulting Engineer. In the meantime, I consider tlia I tho expenditure upon the River works should ho curtailed as much as possible, and that only absolutely necessary works should be done, in order to keep the river open and enable full use of it. to he made. I consider that, with water, some economical and prudent scheme of Sewage must follow, for the. health and convenience of the public. A site should he selected and secured for Municipal buildings, and a start made by erecting offices suitable for our present requirements, the offices now occupied being entirely "inadequate,and without a fixed tenure. Better arrangements are urgently needed for Metalling our streets and footpaths. Generally, my policy would he to see that the Borough and Harbor Board get good value fop their money, which, 1 regret to say, 1 do not consider they have always got in the past. It cannot ho denied that Gisborne is far behind all other places of equal importance in the colony of Now Zealand in its improvements, and that it needs fresh and vigorous administration in order to bring it to a level even with places of less importance, I am, Yours faithfully, W.
