LORD ELGIN’S PROPOSALS. ENGLISH COMMENTS. LONDON, .March 1. Lord Elgin’s circular despatch to the Governors-General and Governors of the various British colonies with reference to the coining Colonial Conference and its proceedings, although dated so far back as January 4th, was published in this country for tho firsttime the day before yesterday. As regards the Conference and its proceedings, Lord Elgin says: f, ‘lt 's probable that three sittings might be conveniently held in each week, and that the Conference may be expected to last from three weeks to a month. It is, I understand, desirable that the Prime Minister of Cape Colony, and probably other Prime Ministers,should be able to return as soon as possible after the middle of May, and this fact puts a term to the duration of the Conference, since the first sitting is to be held on April loth.
