The population of Fez interpreted the Sultan’s edict as decidedly antiEuropean. It is considered at Tangier as unsatisfactory. Even the Moorish officials pronounce it unwise, while from the German naval division at Shazen armed parties wero allowed to land, and patrolled the town for 24 hours, on the pretext of maintaining order among the German sailors ashore. Similar patrols have not previously landed since 1905.
