NEW YORK, April 7. Mr. Carnegie has given a further £1,2000,000 to the Carnegio Institute lor the purpose of technical schools for tho sons and daughters of mil- , owners. April 8. » The National Service Longue, in a manifesto signed by Lord Roberts, Lord Milner and others, recommends Mr. Hnldnno not to await a crisis before giving a territorial half year’s training, but to endeavor to mnko such training forthwith compulsory on all able-bodied males of military age.
