THE GUTER HARBOR SCHEME

MR. TOAVNLKY’S REPLY.

The Mayor (Mr. J. Townley), Ims sent tho following reply to the deputation that waited on him and submitted questions in reference to the outer harbor and an Enabling Bill. The questions were: (1) “If Mr. Townley will pledge himself to use overy endeavor to get an Enabling Bill placed before tho public before the opening of tho next session, so that this Bill shall be placed before Parliament during tho coming bob-. won”—and (2) “If Mr. Townley will pledge himself to use every endeavor to lay a scheme for an outer harbor before the ratepayers within, say, one month of the receipt of the consul ling engineer’s report.” Mr. Townley’s reply is as follows: “I have given very careful consideration to your queries, anil in reply thereto I bog to state the position J take up. Ist. I am in. favor of an outer harbor as good and as extensive as-our rapidly expanding commerce warrants.

2nd. The river must not bo allowed to drift hack to its former shallow state, and accommodation must be" provided there, for the increasing trade of the port; pending tins construction of the outer harbor.

In answer to your questions in detail 1 have to say:

Question 1. I have no objection to an Enabling Bill being placed before tho public before the opening o: next session if it will in any way expedite the work. In my opinion, however, tlico proper time to draft such a Bill is after tho adoption oi an approved scheme 'by tho Harbor Board. I. see no chance of passing such "a Bill except such information be given to the district and to Parliament.

Question 2: I will place tho consult! jig engineer’s report upon Mr. Marehant’s scheme before the Harbor Board immediately upon receipt thereof, and if that report he favorable, X will see'that there is no unnecessary . delay in. placing tlio matter before the ratepayers.
