SOLDIERS’ MAD PRANK.
TWO MEN CREATE A PANIC. Tlio mail lirank nt Constantinople) at midday recently of two soldiers who drew their sword-bayonots and threatened to kill tho passers-by on tho bridge which forms tho main thoroughfare between Galata and Stamboul produced a panic in tho vicinity, and the suspension of business and traffic for nearly two hours. As tlio men belonged to tho Tmporial Guard of Yildiz the troops and police woro unable to arrest thorn. A cordon, howover, was drawn at both ends of tho bridge to prevent their oscapo, while orders woro awaited from Yildiz. Finally somo officers of tho Imperial Guard hurriedly arrived, and to theso tho two soldiers surrendered.
Tho significance of tho incident lies in ho fact that two men armod with bayonets woro able to disturb tho order and equanimity of tho city during tho busiest part of tho day because no one possessed sufficient authority or initiative to act with out Imporial orders. Although a battalion of troops was concentrated on tho scono and several general officers woro present, no attempts woro made to capture or shoot the men until authorisation hail been received from Yildiz.
