TO THE ELECTORS OF THE GISBORNE HARBOR DISTRICT. I BEG leave to offer my services to represent the County ratepayers on the Gisborne Harbor Board. A critical time is approaching m which you will be called upon to decide whether you will continue to use the present harbor, or whether you will proceed to the construction of an outer harbor, capable of accommodating several of the big ocean liners. As the harbor is at present, our wool ships and frozen meat ships are loaded in a time which compares favorably with other ports. • With regard to the passenger traffic, the best way to improve it would be to devote our energies towards completing our railway to connect with Auckland and Napier. Passengers need not then go by sea at all I am not in favor of the ereption of an outer harbor until the time comes when it can bn clearly shown that it will not result in an increase of the port charges, and that the burden laid upon the ratepayers will not be greater than it is at present. I yield to no one in my desire lo see the district go ahead, and especially to see the back country thrown open and settled, but this will not be facilitated by an increase of thi rates and harbor dues. It is not likely that an outer harbor could be built for less than £SOO- - and it would probably bn much more. .All artificial harbors are exi orimental Should you do rne fho honor to elect me, I will do my best for the ratepayers and to further the best interests of the district.
