TO THE E HECTORS OF THE GISBORNE HARBOR DISTRICT. JIIEG leave to offer my services to represent the County ratepayers on the Gisborne Harbor Board. A critical time is approaching in which you will be called upon to decide whether you will continue to use the present, harbor, or whether you w ill proceed to the construction of an outer harbor, capable- of accommodating several of the big ocean liners. As the harbor is at present, our wool ships and frozen meat ships are loaded in a. timo which compares favorably with other.ports. With regard to the passenger traffic, the best way to improve it would be to devote our energies towards completing our railway to connect with Auckland and Napier. Passengers need not then go by sea at all I am not in favor of the erection of an outer harbor until the time comes when it can be clearly shown that it will not result in an increase of the port charges, and that the burden, laid upon the ratepayers will not he gieater than it is at present. I yield to no one in my desire io see the district go ahead, and especially to see the back country thrown open and settled, but tips will not be facilitated by an increase of tilt rates and harbor dues, It is not likely that an outer harbor could be built for less than £ooo- - and it would probably ho much more. All artificial harbors are csi erimental Should you do me the honor to elect me, I vfill do--my best for the ratepayers and to further the best interests of the district. CHARLES GUAY. TO THE ELECTORS OF THE GISBORNE HARBOR DISTRICT.

IN again offering our services on tlio Gisborne Harbor Board, we have decided, at the suggestion of a number of your fellow-electors, to express our views on what may bo regarded as the most important questions affecting the Harbor administration. (Ist.) Wo are in favor of a good outer harbor, which, in addition to the general accommodation, must provide for at least two of the large ocean boats, at the one time, and we consider the time now opportune to take it in hani], (2nd.) We are in favor of increasing the port and other charges payable by ships, and proportionately reducing and adjusting the, wharfage charges'payable by the. shippers, but so that the total present revenue of the Board will not be diminished. (3rd.) To so far as possible to conserve the funds of the Board for an cuter harbor, we consider that the work decided upon at the last meeting of the Board, namely, for a wharf and reclamation on the Kaiti side, should be carried out, inasmuch as it is essential for the convenience of the port, as well as for reclaiming land suitable for a depot in connection with an outer harbor.
