Gisborne, 4th February, 1907. TO THE ELECTORS OF THE GISBORNE HARBOR DISTRICT. I BEG leave to offer my services to represent tlie County ratepayers oil tlio Gisborne Harbor Board. A critical time is approaching in which you will be called upon to decide whether you will continue to use the present harbor, or whether you will proceed to tlio construction of an outer harbor, capable of accommodating several of the big ocean liners.

As the harbor is sit present, our wool ships nncl frozen meat ships arc loaded in a time which compares favorably with other ports. With regard to the passenger traffic, the best way to improve it would be to devote our energies towards completing our railway to connect ivith Auckland and Napier. Passengers need not then go by sea at all 1 am not in favor of the erection of an outer harbor until the time comes v. lien it can he clearly shown that it will not result in an increase of the port charges, and that the burden laid upon the ratepayers will not be gicuter than it is at present. I yield to no olio in my desire io see the district go ahead, and cspojially to see the back country thrown open and settled, but this will not be facilitated by an increase of till rates and liarboi dues. It is not likely that an outer harbor could be built for less than ;£oGO- - anil it would probably bo much more. All artificial harbors are exi crimental Should you do mo the honor to elect me, I will do my best for the ratepayers and to further the best interests of the district. CUAIiLES GRAY. TO THE ELECTORS OF THE GISBORNE HARBOR DISTRICT. IN again offering our services on the Gisborne Harbor Board, we have decided, at the suggestion oi a number of your fellow-electors, to express our views on what may be regarded as the most important questions affecting the Harbor administration.

(Ist.) AVe are in favor of a good outer harbor, which, in addition to the general accommodation, must provide for at least two of the large ocean boats, at the one time, and we consider the time now opportune to take it in hand. '(2nd.) We arc in favor of increasing \the port and other charges payable 'by ships, and proportionately reducing and adjusting the wharfage charges payable by the shippers, but so that the total present revenue of the Board will not ho diminished. (3rd.) To so far as possible to conserve tho funds of the Board for an 'cuter harbor, we consider that the work decided upon at the last meeting of the Board, namely, for a wharf and reclamation on the Kaiti side, should be carried out, inasmuch as it is essential lor the convenience of the port, as well as for reclaiming land suitable for a depot in connection with an outer harbor.
