Mr McNab, claiming to be progressive, argues loosely for a system which retains the landlord and which asks the tenant to make rile improvements, these remaining nominally his property. There is never any leakage from land t'o improvements, in valuations, but there is a perpetual and persistent leakage from improvements to land, in valuations, as every farmer knows. Unless the farmer is a freeholder he loses by this leakage, and cannot but lose even under an inconceivably perfect system of dual ownership. And why the objection to the freehold, to the simple and modern system of land tenure? Apparently the only objection is that when it was initiated its advantages were seen and seized upon by men who were able to form great estates, though why this should make freehold objectionable under conditions which prevent the formation of great estates, and which secure to the small farmer the land he lives on and by, is one of the mysteries of modern politics. Tho freehold, intelligently preserved from abuso, is the only system of land tenure which satisfies the farmer and encourages him in making the best use of land, for it is the only system which secures him from molestation, and from the complete or partial confiscation of the fruits of his labor. Mr. McNab, by the way, admittedly believes in the 'reehold for himself. It is only poor settlers, who have to go into the wilds with the axe, who are at present being offered a short-term loase.”
