DEFENCE PROPOSALS.
PRESS ASSOCIATION Wellington, last night. Following are some of tho proposals of tho Government to indooe recruits to join the volunteers Offiiets, except mourned ritlep, who require to ba mounted on earturn parades, to huve the cost defrayed. It is proposed to Bond offiosrs Herns or to India lor experience and instruction eaoh alternate year. The Government departments ate to give faollities and enoourago tboir men to take patt in volunteering, and to encourage the use of the unifoimOfficers who served in Afrioa are to bo induced to attend olasaes and keep up their knowledge. Tnero will be au increase of civilian privileges to all aotivo firs) line volunteers, inoludmg exemption from juries, inquests, millin', reduction of fees, und free attendance at technical sohools, free railway passes up to ten miles, and an effort wnl be made to iDduoe tramway companies to oairy men in uniform aoy distance for oua peony. There will bo a registration of employers who will give faoilitiis so employees to train. A ecale of personal payments for daylight parades will be drawn up. Offioers and men muss not be out of paokei, as well as giving up their time. Four days at Easter or other suitable time will be nerved under the regulations, and pay made accordingly. It is also suggested that as there are compulsory labor and other holidays, there should be compulsory holidays for volun* teers to attend training.
