FEDERAL AND STATE GOVERNMENTS.

A heated correspondence has been proceeding for some weeks between the States and Federal and the Imperial Governments in reference to representation at the Colonial Conference. The State Premiers applied to the Colonial Office for direct representation. The matter was referred to the Federal Ministry. Mr Deakin urged that the Commonwealth Cabinet would adequately represent the whole Commonwealth. The State Premiers maintained that as the States still remain Sovereign States they are entitled to send delegates. They affirm that they cannot accept Mr Deakin as their mouthpiece on several matters which affect the powers reserved them under the Ocmmcnwealsh constitu* tion. They Ere sfiil strongly pressing their claims on tho Colonial Office. Bo far Lord Elgin is inclined to the view that the Commonwealth Cabinet alone Bhould send delegatee.
