PRESS ASSOCIATION—COPYRIGHT Received 9.40 p.m., Deo, 6 New York, Deo. 6, There is a concensus of opinion that tho Ship Subsidy Bill will pass Congress this session, giving, inter alia, an addiiional grant of £43,200 sterling annually to the San Franciseo-AusSralian lino, It is claimed that tho Bill will create ten new lines, and raise ten thousand naval volunteers with a new fleet of three hundred thousand tons, serviceable in war time.
