Fielding, in doliveeing tho Canadian Badge!, anticipated that at the close of the present fiscal year, there would be a surplus of thirteen million dollars. Preference to the Motherland would be, on the whole, larger under the new preference tariff than before. He announced an intermediate tariff, somewhat below the general and considerably above preferential tariff, and ultimately intended for reciprocity negotiations with other countries, after ascertaining the extent of their concessions. He proceeded to show that preference to tho Motherland had benefited the consumer to the extent ot 28 million dollars io a period of nine now Canadian tariff contains 1209 ■items. Important changes are made in the iron and steel duties. The taritt generally favors the British producer, lho bounties on Canadian pig iron are still ro* ained for four years loDgor.
