PRESS ASSOCIATION—COPYRIGHT London, Nov 30. * The Workmen’s Compensation Bill was amended in the House of Commons at Mr Gladstone’s instance. An employer is now not liable unless injury disables a workman for at least a week, while injuries resulting in death or serious permanent disablement are excluded from cases where claims are debarred when the accident is due to the workmen’s serious wilful misconduct. Mr Gladstone agreed that when an injury disabled a man for a fortnight he was entitled to compensation from the date when the accident occurred.
Mr Austin Chamberlain feared the proposal would encourage malingering. The Labor party approving, the amendment was carried. A Select Committee, under the presidency of Sir Charles Dilke, appointed to inquire into the income tax, recommended graduation by the extension of abatements, also a heavier tax on large incomes and differentiation between earned and unearned incomes.
