Sir Edward Grey assured a deputation that isolated British action respecting the Congo soanda's was undesirable. If the existing regime were continued Government would summon a conference of the Powers.
An aogry soene ooourred in the House of Commons.
Mr Balfour complained that Sir H. Campbell Bmnermau treated the arrangements respecting the times for dealiDg with Bills so lightly that he was teaohing the House not to rely on auythiog he said.
Sir H. Campbell Bancermsn hotly demanded to know if Mr Baifour accused him of habitually deceiving the House. Mr Balfour replied that he was incapable of personal deception, but of a carelessness of statement that caused embarrassment.
