At a meeting of the Octoberist Party in Bt. Petersburg the President, M, Gutsehikoff, declared that the Monarchical principle must be constitutional in form and democratic in operation. Others admitted that M. Btolypin’s work had been beneficial, They urged the Czar to become a liberator, ruling over free citizens, not shackled slaves.
