PRINCE VON BULOW’S SPEECH. PRESS ASSOCIATION —COPYRIGHT Received 12.8 a.m., Nov. 17. Berlin, Nov. 16. Prince Von Bulow, in the course of a speech in the Rsiohssag, admiited the need of caution in the overseas policy lest it should eudaoger Germany’s safety in Europe. Reierimg to tho reoent meeting of King Edward and the Kaiser at Kronberg, he remarked that the meeiiDg Blrengthed the good relations between the two Sovereigns. He quoted the hope expressed at Kiel by King Edward in 1904 that ths flags of the two nations would never meet in hostility. Ha argued that the Kaiser’s personal Government had never been too prominent. He never infringed on the accepted dootrine of the Constitution.
The speech is moro favorably commented on abroad than in Germany.
