Dr Clifford, in a speech at Newcastle, said if the Lords persisted in their amendments, Nonconformists might assert their right to insurrection against tyranny, .and refuse to pay taxes, The people must create a second chamber on democratic lines, and the bishops must go. Dr Clifford accused the Archbishop of Canterbury of acting with the Bomamsts, who,were trying to get a grip on tho State.

London, Nov 14, Mr Birrell, speaking at Bristol, said that the Eouse of Lords’ Education Bill was the offspring of a mixed marriage of Church and State, and inherited the weaknesses of both parents without the strength of either. The Government had no use for such a measure, which, in the Eouse of Commons from the standpoint of Liberal or Tory, was seen to be an impossibility. Everybody declared the Act I of 1902 far preferable. Ee hoped tile Eouse of Lords would early recognise that “ it has gone too far and accept our Bill, which is according to tho pledges we have given and intend to keep. Otherwise the constitution must be altered, It is inadmissible that measures backed by groat majorities should be mutilated or destroyed by an unrepresentative Assembly.”
