The German steamer Wanminbs, laden with explosives ordered by the Russian Government, was fired on and seized by a Russian cruiser, although the captain produced Admiralty letters of authorisation. The vessel was released after reference to St, Petersburg. The spot where the steamer was seized is not stated. The German Press consider it another Doggorbank affair and insist on explanations!
