RECIPROCITY.
A NEW PROPOSAL,

At half past four this afternoon a Bill was introduced in the House of Representatives by message from His Excellency she Governor, with a view to making provision for customs reciprocity between South Afrioa and New Zealand.. The Bill provides that in the evens of a reciprocal customs treaty being arranged between Now Zealand and South Africa boforo tbo commencement of iho next session oi Parliament iho Governor may cause tbo sams to bo gozstied, and may by 0.-der-iu-Oounoil make suoh alterations in tko existing New Zealand tariff as in his opinion aro neoossary in ordor to givo full tffeoi to sueh treaty. On and after a date to bo named in such Order-in Otiuucil the respretivo duties and oxomptiona specified therein shall come into operation aocordiog to tbe tenor cf tbo O.'dor iuOounoil as fully and cfLotually as if tho sams were speoifioally authorised by the Act, and all Acts relating te tho customs shall operate and bo esnstruod accordingly. Tbo Acs and tho aforesaid Ordsr-in-Oounoil shall osntinua ia operation until tbo oloso of the 21rS day after the commencement of tho next session of Parliament, and shall then be dremed to be repealed, and thereupon tbe duties and exemptions in fores imomiately prior to the coming into operation of the said O.der-in-Council shill revive in like manner as if the Act had not been passed.
