An attempt to oxompt uuivorsity constituencies from the operation of tho measure was defeated by 247 to 92. Mr Balfour scathingly denounced tho Bill as an insidious measure. Mr A»quith repliod that thoro was no reason why university voterß should have separate treatment. Mr Lloyd George appealed for a committee to enquire into the nature and extent of the benefit British arts, industries, aod trade derived from participation in grout international exhibitions. Mr Keir Hardio and 29 Labor members of 'be House of Commons have issued a m.uifesto urging electors to votß for Labor municipal candidates. The man!lesto deolures that if tho housing Aots are properly administered 2 667,500 persons would not how be living in ovorocowded tenements.
