Mr Lloyd Qoorgo induoud the House of Commons to revorso tbo Grand Commit' tee's amendment to the Rill making foroign vessels if overloaded in foreign porta liable under the British load lino regulations on arriving at British ports, oven if they are not then overloaded through coal consumption on the voyage- Mr George oousidored that it was carrying foreiguers' Hammy too far, and likely to provoke retaliation;
