The Congress of Russian Constitutional Democrats has split into three groups, the left consisting of thirty-five advocates of immediate resort to passive resistance; the centro group of one hundred accept the Viborg manifesto, and consider it advisable to delay passive resistance. The right group regards the Viborg manifesto as a practical mistake. The difference as not caused secessions.

Owing to misrepresentations aud attacks tho British deputation has abandoned the idea of public presentation of the memorial, but will request the Sb. Petersburg Committee to arrange for a private presentation to the Douina. Only one or two members of the deputation proceed to St. Petersburg.
