Mr A. L. D. Fraser f o-nigbt gave notice o( the introdustion of tho Land Bill No. ‘2. Mr Fraser guarantees to sotilo the hnd question with a Bill of three cl maos. His idea is to settle the question of large estates by a graduated tax. In tho second place he would make every man bis own valuer. The third clause would enable the Government to resume any prep r,y i>& a oeitrin percentage above the owners valuation, the minimum to bo given for any property bomg fixed at 10 per oent. above tho valuaiion. Under this system if a man put up his valuation unduly he would havo to pay extra taxation, when as if bo made tho valuation too low the Government could acquire his property at 10 por oent. above his own valuation.
